Named regions of Russia with the most affordable gasoline

Gasoline in the regions of the far North, Moscow and Saint-Petersburg is the most accessible to the public, and residents of the North Caucasus can afford least of all automobile fuel on the average monthly salary. In the whole country gasoline AI-92 for seven months of this year rose by 1.9%, according to the study, RIA Novosti reported.

The rating is based on the ranking of Russian regions by volume of gasoline AI-92, which may become resident on average in the region paid. The available volume of gasoline determined by dividing the average monthly wage in the region, less income tax for the period from June 2019 to may 2020 to the regional price of gasoline as of July 27, 2020.

Study RIA Novosti showed that in January-July this year, gasoline prices in most Russian regions increased, with the growth rate and the price level, as before, differed considerably. Russia's average gasoline AI-92 for seven months 2020 rose by 1.9%, which roughly corresponds to the period last year.

According to Rosstat, the range of variation in gasoline prices in different regions from the beginning to the end of July was minus 1.1% to + 6.2% while the difference between the highest price (Chukotka) and minimum price (Chelyabinsk oblast) is more than 40%.

The experts say that gasoline prices do not always talk about greater or lesser burden on the budget drivers, it's all about the ratio of the price of gasoline to wages of the population. Overall, the retail gasoline market in the current year is stable, according to experts.

Leader in the rating of availability of gasoline among Russian regions, the Yamalo-Nenets Autonomous Okrug, its people on an average salary can buy the 2160 litres of motor fuel per month at a price of 41.7 rubles per liter. On the second place Moscow — Metropolitan drivers on the average monthly salary can refuel in 1939 litres of petrol at a price of 43.1 ruble per liter. Chukotka Autonomous Okrug took the third place — 1727 litres at a price of 56 cents per liter.

In 14 subjects, the average wage drivers can acquire more than thousands of liters of 92-octane: Nenets Autonomous Okrug, Magadan oblast, Sakhalin oblast, Khanty-Mansi Autonomous Okrug — Yugra Kamchatka Krai, Saint-Petersburg, Murmansk oblast, Republic of Sakha (Yakutia), Moscow oblast, Komi Republic, Krasnoyarsk Krai, Tyumen oblast, Arkhangelsk oblast and Khabarovsk Krai.

Experts believe that the leading positions in the ranking are predominantly occupied regions of the far North, Moscow and St. Petersburg because of the high wages in these regions.

Experts RIA Novosti noted the low availability of gas for the population in the republics of the North Caucasus, where motorists can buy on his salary of three to four times less gasoline than residents of Yamal. The rating is closed with Republic of Dagestan (535 litres at a price of 45.5 RUB/l), Karachay-Cherkess Republic (550 liters at a price of 44,3 RUB/l), Kabardino-Balkar Republic (567 liters at the price of 43,9 RUB/l).

"It is not only gasoline prices, which in many regions of the North Caucasus is above the national average, but with low salaries. The average for Russia the importance of the availability of gasoline AI-92 for the population is 987 liters, while in 68 regions, and indices below this level", — stated in the explanatory note to the study.

In a rating the top ten also includes: Ivanovo oblast (573 litres), Republic of Ingushetia (574), Chechen Republic (584), Tambov oblast (586), Republic of North Ossetia — Alania (587), Republic Kalmykia (590), Adygeya Republic (594).

Study of the RIA Novosti news Agency showed a large variation in prices for automobile fuel in the Russian regions — from 39.7 to 56 rubles per liter. However, in many regions with high cost of gasoline availability is at a high level.

In addition to the Chelyabinsk region, in five regions the cost of gasoline was below 41 rubles per liter: Altai Krai, Tomsk oblast, Kemerovo oblast, Kurgan oblast and Altai Republic. In some regions for seven months in the year 2020 gasoline prices increased most significantly — by more than 5% in Zabaykalsky Krai and Sakhalin oblast. Prices fell in the Altai region of 1.1%, in the Chelyabinsk region by 1% and in the Republic of Sakha (Yakutia) is 0.9%.

According to experts, in connection with the increase in the price of the Saint-Petersburg exchange, which was due to the lack of fuel in the market due to the fall in oil production, in may and June on the motor fuel market felt a certain strain. After the easing of restrictions, OPEC's August oil production in Russia began to grow.

"Accordingly, the fuel availability in the market increased, stock prices began to fall, which will allow a small time lag to reduce the growth rate of prices for gasoline in the retail market. In this regard, the experts of the RIA Rating expect the increase in gasoline prices in the current year in Russia as a whole will not significantly exceed inflation and will be about 4%. In some regions of possible deviations from the average dynamics in connection with the specifics of local markets," — said in the study.
