Klishas explained the work of measures to protect the territorial integrity of Russia
The use of the mechanisms for combating extremism for the protection of Russian territories will provide for the elimination of public or religious associations whose activity is aimed at undermining the territorial integrity, as well as a warning about the inadmissibility of distribution of extremist materials through the media, reported RIA Novosti Chairman of the Federation Council Committee on constitutional legislation Andrey Klishas.
The Federation Council approved on Friday the law on equating to more extreme violations of the territorial integrity of Russia, including the expropriation of part of its territory.
"The extension of the concept of extremist activity through the inclusion of provisions on the inadmissibility of actions aimed at violation of territorial integrity, will allow to use the mechanisms for combating extremism for the protection of Russian territories", - said Klishas.
He said that the package of measures could include the prevention of extremist activity, measures of prosecutorial response, for example, an ad warning about the inadmissibility of extremist activity, issued a warning about the inadmissibility of distribution of extremist materials through the media, and to enable the elimination of public or religious associations whose activity is aimed at undermining the territorial integrity.
The Senator noted that in some countries, there are similar legislative provisions. According to him, in particular, in China caused harm to the state's territorial integrity shall be punished by imprisonment up to a life sentence, while incitement to violation of territorial integrity shall be punished with imprisonment for a term not exceeding five years, criminal detention, surveillance or deprivation of political rights.
The same punishment applies in Germany, where the violation of the territorial integrity of the state is equal to treason, the most severe form of responsibility for which is life imprisonment, said Klishas. In the Netherlands, according to him, total or partial transfer of territory to a foreign state, as well as with the Department any part of the territory of the state, also punishable by life imprisonment.
However, the most effective counteraction to extremist activities Klishas believes "prevention of conditions for its implementation".
