According to the UN office on drugs and crime (UNODC), in 2019 in Afghanistan have produced 6.7 tons of opium — 21% more than in 2018. And this is the record of the decade.

American intelligence agencies knew the routes by which Afghan opiates fell on the world market, but looked at it through his fingers. Much more Washington was interested in the construction of a gas pipeline from Turkmenistan to Pakistan. The pipe had to pass through Afghanistan, but there was a war between warlords.

The Taliban presented the cooperation with Western investors as a recognition of their legitimacy. The Americans left the project, they promised to restore order in the country.

In 1999, the Taliban issued a decree to reduce poppy acreage by a third. Bans explained by the fact that drugs are UN-Islamic. Disobeyed were threatened with arrest and torture. And even bribes did not help.

As a result, according to UNODC, poppy crops decreased from 83 thousand acres to two thousand. Drug trafficking was falling, but the country was intensified by discontent with the Taliban.

During the first year of the reign of Hamid Karzai's poppy fields expanded to 30 hectares. Afghanistan has again become the largest producer of drugs.

In the chaos, the civil war continued. In fact, Karzai controlled only Kabul and in the regions, the power was in the hands of warlords.

Americans, Afghan drug trafficking is still not very worried. All the power they left to fight with Islamic radicals, and the warlords — behind the scenes the curators of poppy plantations — saw rather accomplices. "For some time, the Americans openly said that tough measures in the fight against drug trafficking will harm the Afghan economy. Moreover, the destruction of poppy fields will set the inhabitants of the country against the US and local authorities claimed they," — said the expert.

Nassar recognizes that the problem of Afghan drug trafficking is more acute in Europe than in America. However, the drug trade is an important source of financing for international terrorism. And to ignore this global threat and to shift the responsibility on others is unacceptable.
