Golikova instructed to give advice on payments to people's homes
Vice-Premier of the Russian Federation Tatyana Golikova has instructed the Ministry of education to encourage the regions to establish incentive payments for employees of orphanages, it follows from the minutes of the extraordinary meeting of the Council under the government of the Russian Federation on issues of guardianship in the social sphere.
According to the document, Ministry of education updates guidelines for guardianship and children's homes to ensure placement of children in families on education with the introduction of the measures due to the coronavirus.
"Ministry of education of Russia to develop and to send to the subjects of the Russian Federation recommendations on the establishment of incentive payments to employees of organizations for children-orphans and children left without parental care under the responsibility of the Executive authorities of constituent entities of the Russian Federation in the sphere of education", – the document says.
The Ministry of Finance, Ministry of economic development, Ministry of education and the Ministry of labor is mandated to consider the question of allocation of additional transfers to such payments.
The regions should also report to Ministry of education about a possible change in the calculation of bonuses and allowances for personnel of such organizations operating in the mode of continuous residence with children, on the basis of average salary for the last 3 months.
Ministry of education jointly with the Ministry of labor, Ministry of Finance, Ministry of economic development must submit a proposal on the feasibility of establishing an Advisory e-platform to provide professional support to volunteers, teachers and specialists in a social sphere that help families with children distance learning during the quarantine.
Ministries and Rosobrnadzor also requested to discuss the feasibility of the all-Russian monitoring of the problems of socially vulnerable categories of the children during the distance learning and the creation of a resource center for professionals who provide remote psychological support to minors and their parents during such training.
