The state Duma adopted amendments to the Budget code, including allowing you to enroll in the Federal budget received from "Norilsk Nickel" compensation for the spill fuel in Norilsk.

The document clarifies the standards for the distribution of payments for compensation of harm caused to water objects. According to the law, all payments on claims for compensation of harm caused to water objects in the ownership of the Russian Federation, as well as the duties payable upon voluntary compensation for damage to such objects, will be credited to the Federal budget at the rate of 100%. But if the damage is caused to water objects, located in regional or municipal ownership, such payments, respectively, 100% will go to regional or local budget.

Under current law, compensation for damage from the fuel spill in Norilsk should be sent to his city budget. But since the oil spill affected a river which refers to the Federal property, the law will send a refund to the Federal budget. It shall enter into force on the day of its official publication, except for certain provisions which will come into force later.
