The state Duma adopted amendments to the Budget code, including allowing you to enroll in the Federal budget received from "Norilsk Nickel" compensation for the spill fuel in Norilsk.

But if the damage is caused to water objects, located in regional or municipal ownership, such payments, respectively, 100% will go to regional or local budget.
Under current law, compensation for damage from the fuel spill in Norilsk should be sent to his city budget. But since the oil spill affected a river which refers to the Federal property, the law will send a refund to the Federal budget. It shall enter into force on the day of its official publication, except for certain provisions which will come into force later.
