Putin signed the law on the procedure of weighing the overall weight and dimensions transport

The President of Russia Vladimir Putin signed the law concerning the weighing weight and dimensional transport. The corresponding document was published on the official portal of legal information.

The state Duma last year passed a law that expands the authority of the Ministry of transport in the regulation of the procedure for weight and dimensional control of vehicles on the roads of the Russian Federation. However, the Federation Council rejected the law with the subsequent establishment of a conciliation Commission because some provisions were agreed with the Ministry of transport. In the state Duma has accepted the bill to be finalized.

The new edition of the law establishes the requirements to sites for placement of stationary and mobile points of weight and dimensional control of vehicles and road sections, within which will be installed automatic and mobile units of weight and dimensional control. In the case that after passing through the automatic control point will be identified exceeding the permissible weight or size parameters of transport, equipment that provides visual information for the driver, will display the state registration number of the vehicle and information on whether an excess of acceptable parameters.

In the absence of the special permit, the driver is obliged to take measures to eliminate detected excess by stopping a vehicle in compliance with the rules of the road at the nearest place outside of the carriageway of the road. Financing costs associated with processing and mailing of decisions on violation of rules of road movement of heavy and large vehicles, fixed on automatic control points, will be on the state company "Russian highways" or the owner of the road.

The supervision is vested with the authority to issue special permits under which permitted movement on highways of vehicles transporting dangerous goods that are specific according to the European agreement concerning the international carriage of dangerous goods by road (ADR) for high consequence dangerous goods. Federal road Agency is vested with the authority to issue special permits under which permitted movement on highways of oversize and heavy transport, with the exception of the movement of self-propelled vehicles and military equipment.

The law enters into force after 180 days from the day of its official publication, and from 1 January 2023 will come into force a provision which local authorities will have removed the duty to establish the lists of regular routes and place them on official sites.
