The concept of border demarcation in the law prohibiting the alienation of the territories of the Russian Federation implies an exception associated with the technical establishment of a specific border, said the head of the Duma Committee on state construction and legislation Pavel Krasheninnikov.

During the discussion of the bill at the plenary session the Deputy of the state Duma from the Communist party Alexey Chicken asked the question of whether as a result of the demarcation is actually to alienate the Southern Kuril Islands in favor of Japan, without additional procedures.

"This exception, that issues related to the technical stories associated with the establishment of specific boundaries with specific state," said Krasheninnikov.

He later clarified that the demarcation implies technical establishment of boundary lines.

"There can be no question of some Islands, about some areas," - said the MP.

The authors of the initiative became the Deputy of the state Duma Pavel Krasheninnikov and Senator Andrey Klishas. The bill was prepared in the framework of the implementation of the amendments to the Constitution. The initiative proposes to clarify the concept of extremist activity, providing that the violation of the territorial integrity of the Russian Federation, including the expropriation of part of its territory, recognized by extremism.
