Azamat kulmuhametov: Kiev starts negotiations in Minsk-2 to a standstill

The special representative of Russia in the contact group on settling the situation in Ukraine Azamat Kulmukhametov told RIA Novosti in Moscow about statements from Kiev about the "Advisory" nature of the Minsk agreements, why these agreements provide for Ukraine the situation of zugzwang, and what are the attempts to exclude self-proclaimed DND and LNR from the dialogue.

– Drew attention to the words of the master and Margarita, which is obviously contrary to common sense.

The status of the Minsk agreements approved by resolution of the UN Security Council, which recognizes them as the sole basis for resolving the conflict in Ukraine. Deplorable that statements about the need to revise the Minsk agreements, their unreliability, or about a plan "B" punctually heard from the lips of Ukrainian politicians of different levels.

Such statements reflect the essence of the approaches of Ukraine reached in Minsk agreements: any way to avoid fulfilling obligations recorded there.

In fact, the former Ukrainian leadership almost immediately after the signing has made it clear that to do nothing on purpose. Unfortunately, it has not changed position, and with the arrival of President Vladimir Zelensky, who promised to put an end to a six-year conflict.

On the other hand, they seem to indicate the situation of zugzwang, which feels the political leadership of the country. On the one hand, a great desire to abandon the Minsk, because in the eyes of the one part of the population of Ukraine of their full realization – the essence of the betrayal of national interests of the Ukrainian state. On the other – to abandon them, no way, because recently on the level of the Supreme authorities of the country there is a recognition that "the Minsk agreements need only to continue the sanctions pressure on Russia."

As a result, Kiev creates a semblance of focus on achieving a peaceful settlement: an increase in the level of representation in the Minsk talks, constantly declares its readiness to operate 24/7, introduces the delegation of "their" representatives ORDO (so called in the territory of Ukraine self-proclaimed Donetsk and Luhansk people's republics - ed.) but, on the contrary, strongly leads the negotiation process to a standstill.

I would hope that Kiev still realize the futility of betting on changes in the geopolitical environment in their favor and begin, finally, to the faithful implementation of "Complex measures" in their entirety and sequence.

The continued situation of "no war, no peace" does not serve the best interests of the people of Ukraine, including the Donbass or Russian interests, consistently advocating for the restoration of normal neighborly relations with this country.

– In fact, it again goes about simulating the Kiev fulfill the Minsk agreements. Its representatives constantly repeat that they are ready to negotiate only with Russia, which, they say, is a party to the conflict and allegedly needs to perform some of its obligations, although in Minsk "the package of measures" there is no guidance on this. On the contrary, they clearly stated that Kiev should negotiate with the individual districts of the Donetsk and Luhansk regions.

Instead, Ukraine has introduced in the composition of their delegations as advisers and four former residents of certain regions of Donetsk and Lugansk regions. Some of them left the region in connection with the beginning of the conflict, and the other before him.

Comprehensive evaluation of such a line of Kiev, only complicating and delaying the settlement of the internal Ukrainian conflict, given by representatives of ORDO and ORLO (of certain regions of Donetsk and Lugansk regions - ed.).

Indeed, the Ukrainian side with a persistence worthy of a better cause, tries to avoid direct dialogue with Donetsk and Lugansk, to force the paradigm in which Russia is a party to the conflict. With this purpose, the meetings appeared it invited representatives ORDO. For the same reason, attempts to document in a Contact group such provisions, which would delegitimiziruet representatives of Donetsk and Lugansk. However, I would like to again remind you that in Minsk "the package of measures" clearly States who and who should negotiate, so any attempt to exclude from the negotiation process, their direct participants – Donetsk and Lugansk – this is a road to nowhere.
