Relations between Russia and the United States are still almost at the bottom, their condition badly, said press Secretary of the President Dmitry Peskov.
"Our relations are still almost at the bottom point, as badly at the bilateral level and in terms, perhaps, of the responsibility of our two countries for multilateral Affairs, primarily on the subject of arms control and stretchability", - said Peskov on air of TV channel "Russia 1".
He noted that at the expert level "tentative contacts", but they are not closer to understanding country ownership "in terms of preserving existing instruments" capable of arms control on a global scale.
"Our two countries are the owners of the largest nuclear arsenals. None of the other countries, including China, by the way, which Americans are very aggressively trying to invite to these talks. China cannot match the volume of their Arsenal, neither with America nor with us," - said Peskov.
The contract on reduction of strategic offensive arms (start -3), signed in 2010, is the only existing agreement between Russia and the USA on the limitation of armaments. The agreement expires in February 2021, while Washington has not announced any plans to renew it. The US administration at different levels emphasizes the need for the inclusion of China in the negotiation of a new trilateral nuclear agreement between Russia, China and the United States. In Beijing, this idea is rejected. The Russian foreign Minister Sergei Lavrov said that Russia supports the extension of the contract about SNV-3 without preconditions.
