In the Saratov regional Duma submitted a draft to ban the sale of lighters to children
A bill to ban on the territory of Saratov region sales to minors of products containing liquefied petroleum gas introduced to the regional Duma, it follows from the draft laws of the regional Parliament.
The project brought members of the Duma Committee on sports, tourism and youth Affairs Litnevsky Yulia and Alexey Naumov (both EP). They noted that the bill is a response to widespread among teenagers sniffing is the inhalation of domestic gas. This kind of substance abuse may "cause arrhythmia and heart failure, which with high probability leads to death".
"The products of which liquefied petroleum gases are not items required by the infant in daily life, and the minor has the right to purchase any of these products objectively reduces the possibility of parental control over their use... the Draft law proposes to limit retail sales to minors of products of which liquefied petroleum gas for personal and domestic needs of citizens in the territory of the Saratov region", - stated in the explanatory Memorandum.
Citing data from the Ministry of education and science of the Russian Federation stated that among the dead from sniffing most are adolescents aged 10 to 17 years. The authors of the project, referring to data of the RF IC noted that every year more and more minors die from sniffing. So, in 2016 year, there were 65 deaths, in 2017 - 142, and in 2018 - 154.
The deputies proposed to amend the law of 31 may 2017 No. 43-ZSO "About establishment of restrictions on the sale of certain products to minors on the territory of the Saratov region", adding to its article 3.1, indicating that the region is not allowed retail sale to minors of products of which liquefied petroleum gas for personal and household needs of citizens". It is also proposed to clarify in law that these products are those lighters and cylinders with liquefied hydrocarbon gas of any capacity used for domestic tourist plates, refilling lighters.
Earlier it was reported that the Moscow city Duma in June in the state Duma introduced a bill aimed at dealing with sniffing, in particular, proposed to prohibit the sale of goods liquefied gas of minors, and to fix that which is detrimental to the health of the child includes information that can cause in children the desire to breathe liquefied petroleum gases.
