Kiev ignores the discussion of securing the status of Donbass, said in DND
The envoy of the self-proclaimed Donetsk national Republic in the contact group on the Donbas, foreign Minister of the Republic of Natalia Nikonorova said that Kiev ignores the discussion on fixing the region's special status in the Constitution.
"We managed to reach consensus on the content of articles 2 and 3 of the law on the special status of Donbass. We hope to be able to maintain positive momentum and continue a discussion of this important for a political settlement of the law", - quotes the words of Nikanorovoj press service of the foreign Ministry DND.
Thus, according to the envoy of the DPR, representatives of Kiev "continue to ignore the discussion of how the special status will be taken into account in the draft amendments to the Constitution regarding decentralization".
"Further discussion will make sense only after we agree that it will be enshrined in the new Constitution concerning local self-government in the Donbass, as in accordance with the hierarchy of normative legal acts, any law must meet the Constitution," said Nikonorova.
She added that instead of a specific discussion of the draft constitutional amendments representatives of Kiev "again promised to someday provide".
The law on the special status of Donbass was adopted by the Verkhovna Rada in 2014, but never put into effect. At the end of 2019, the Ukrainian Parliament extended until the end of 2020. The document says that the special status for the region will come into force after the fulfillment of certain conditions, in particular the withdrawal of "illegal armed groups" from these territories.
