The state Duma adopted in the first reading the draft law on administrative punishment of officials for rudeness.

The authors of the initiative made by the Secretary of the General Council of the party "United Russia", Vice-speaker of the Federation Council Andrey Turchak and the head of the Duma Committee on the information policy Alexander Khinshtein.

It is assumed that for the rudeness of the officials will be disqualified for a period of one year, while a second case — up to two years. For state and municipal officials also will impose fines of 50 to 100 thousand rubles, and for repeated offence — from 100 to 150 thousand.

In addition, the bill proposes to adjust the notion of abuse. Now the Code of administrative offences defines the term as "humiliation of honor and dignity, expressed in indecent form". The authors of the plan documents Supplement this phrase with the words "and other demeaning, insulting public morals form."

A member of the Duma Committee on state construction and legislation Victor Pinsk announced that the second reading of the bill in the lower house of Parliament will develop a closed list of forms of abuse.

"It is necessary to exclude the possibility of broad interpretation of such concepts as "other humiliating forms of abuse", he said.

One of the authors of the initiative, the Deputy Alexander Khinshtein also said that officials will be held accountable for rudeness, regardless of whether they were at this point in the workplace.
