The US on the need to bring China to the us-Russian negotiations on the extension of the Treaty on the reduction of strategic offensive arms (start-3) are merely the excuse Washington is just looking for reasons not to engage in dialogue with Moscow, say Russian experts.

The parties discussed the issue of extending the Contract on reduction of strategic offensive arms (start-3), which was signed in 2010 and expires in February 2021, the maintenance of stability and predictability in the conditions of the termination of the INF Treaty. At the consultations, the sides confirmed the launch of the working group on space and a number of others. China refused to participate in these negotiations, despite the insistence of the United States.

"I think that there was no use to expect any breakthroughs from these consultations. They are necessary because we need in any case to maintain a dialogue, at least in terms of our strategic agreements to understand where each of the parties. But we do not agree at the moment because we have different approaches and vision. The United States want to withdraw from start-3. China is a pretext, in my opinion, largely because I think it's very well understood by Republicans that China connect now at this stage it is impossible", - said the head of the Center for North American studies, IMEMO name of Yevgeny Primakov ran Victoria Zhuravleva during an online conference organized by MIA "Russia today".

According to her, for the President of the United States Donald trump's ability to draw China into negotiations on start-3 - more political rhetoric than real expectations that China will sharply be included in bilateral agreements between Moscow and Washington.

A similar view was expressed by associate Professor of international security faculty of world politics of Moscow state University of Lomonosov Alexey Fenenko. According to him, since the beginning of 2012 between Russia and the USA have virtually no strategic dialogue.

"We have no meaningful negotiations on arms control. Yes, in principle, can not be, if one of the parties relies on eliminating them out, it is quite useless to persuade her to stay. As for China, you know, when you need something to deny the other, you'll probably find thousands of excuses. That's like here - found a good excuse not to negotiate with Russia. If you even imagine that (negotiations) will be China, the next will be the phrase "and no French, and not India, someone else," explained Fenenko, adding that if one side doesn't want to negotiate, we will find "a thousand reasons, why not keep".

Start-3 remains the only current agreement between Russia and the USA on the limitation of armaments. It will cease to operate after February 5, 2021. Russian President Vladimir Putin offered to extend the contract for five years without conditions.

The US administration at different levels emphasizes the need for the inclusion of China in the negotiation of a new trilateral nuclear agreement between Russia, China and the United States. In Beijing, this idea is rejected.
