Russia has increased the age limit of rectors of universities to 70 years

Amendments to the Labour code, increasing the age limit of rectors of state universities and heads of scientific organizations from 65 to 70, come into force from Wednesday.

In may, the President of Russia Vladimir Putin signed the Federal law increasing from 65 to 70 years the age limit for heads and zamrukovoditelja educational institutions of higher education and scientific organizations.

The law allows you to raise the maximum age of the reactors used for filling positions from 65 years to 70 years without right of renewal, to set a limit on the replacement one and the same person the position of the same educational institution of higher education or scientific organization, no more than three terms and to provide for the conclusion of labour contracts with heads of state and municipal educational institutions of higher education and scientific institutions for a period not exceeding five years.

Clarifies that changes to establish the age limit will also apply to managers of branches of these organizations, the validity of employment contracts which it is proposed to associate with the term of office of Directors.

The document also notes that in some cases stipulated by the Federal laws, the tenure of the head of a state or municipal institution or head of the state and municipal scientific organizations in their positions once they reach the age of 70 may be extended.

Also comes into force the Federal law allows to extend the powers of the rectors of the Moscow state University named after Lomonosov (MGU) and St. Petersburg state University (SPSU) more than two times.

The authors of this proposal became the first Vice-speaker of the state Duma Ivan Melnikov, Vice-speaker Alexander Zhukov, the leader of fraction of LDPR Vladimir Zhirinovsky and the head of the Duma Committee on science and education Vyacheslav Nikonov. In accordance with the laws of the Moscow state University and St. Petersburg state University, the Russian President when the rector of one of these universities maximum age, after which he should leave his post, entitled twice to renew the authority for a new term of up to five years. At the meeting, the Committee adopted an amendment that removes this limitation.

This document was also prepared for the improvement of the legal regulation of the organizations of practical training of students. The document defines the concept of "practical training of students", and also contain provisions on the network form of realization of educational programs.

The regulations on practical training of students and the approximate form of the contract with the company engaged in the field of relevant educational programmes, are approved by the Ministry of education and science jointly with the Ministry of education. In the explanatory note to the draft law it was noted that because of the dynamics of changing requirements of the labour market in recent years, graduates are increasingly high requirements in terms of practical training.

The same law amends, suggesting that the Federal list of textbooks approved by the Ministry of education, which also conducts the examination, the results of which books are included in the above list.
