The Federation Council has approved the law on the system of control over the circulation of precious metals
The Federation Council on Wednesday approved the law on the state integrated information system in the sphere of control of circulation of precious metals, precious stones and products from them.
This system is designed for receiving, processing, storing and presenting information about the origin and circulation of precious metals and stones, products from them, as well as the organization of spetsuchet. It is created in order to ensure their traceability, to confirm the authenticity and legality of origin.
Information system must provide Federal agencies determined by the government, the Bank of Russia, credit organizations, and also legal entities and individual entrepreneurs who are spetsuchet in the Federal assay chamber.
The term of input of system in operation will be determined by the government, its operator will be authorised Federal body which can attract other organizations to carry out the functions of the operator. The government in coordination with the Central Bank will establish requirements for the identification of precious metals and stones, methods of their formation and application.
In addition, in order to reduce the administrative burden on domestic manufacturers of jewelry, the law provides for a voluntary testing and marking of jewelry and other items made of silver of domestic production, regardless of their mass. Now voluntary procedure provides only for such goods weighing not more than three grams. The law comes into force from the day of its official publication.
In Russia from 1 June until 1 November 2018, the experiment was conducted on the labeling of certain types of precious metals and jewels and products from them. In the experiment, the JSC Goznak free of charge performs the functions of operator and developer of integrated information system in the sphere of control of circulation of precious metals and stones in all stages of their turnover. According to the results, the Cabinet instructed the Finance Ministry to ensure the completion of this system, taking into account the proposals of the participants of the experiment.
