Lavrov and Zarif to discuss Syria and the summit of "Astana three"

The Minister of foreign Affairs of Russia Sergey Lavrov on Tuesday will hold talks in Moscow with Iranian foreign Minister Mohammad Javad Zarif. It is expected that the parties will discuss the situation in the region with emphasis on developments in Syria and the possibility postponed earlier due to the pandemic coronavirus summit "Astana Troika" (Russia, Turkey, Iran).

Zarif will be one of the first foreign visitors after the pandemic, with whom negotiations Lavrov will hold in-person format. In early June, the Minister met with the Libyan delegation headed by Deputy Prime Minister of the NTC, Ahmet Mitiga, the meeting was held behind closed doors. Prior to that, Lavrov was received in Moscow with the visit of the foreign Minister of Hungary March 18 - Peter Siyyarto just a few days before the closure of Russia's borders visited the capital. After because of the coronavirus, all meetings of the Minister were transferred to online.

The talks, Lavrov and Zarif will be the first three months of the event with the participation of journalists: because of the pandemic coronavirus, the Russian Minister on the results of virtual consultations in different formats, communicated with the press via video link.

The Iranian foreign Minister arrived in Russia from Ankara, where the day before held talks with his Turkish counterpart Mevlut Cavusoglu.

In the Iranian Ministry ahead of the talks, Zarif with his Russian and Turkish colleagues declared that one of the main issues will be the situation in Syria and study online summit "in Astana three". In the Ministry noted that there is still a chance that the talks between the presidents of Iran, Russia and Turkey will be held in person in Tehran after their virtual meetings, if the situation with coronavirus stabiliziruemost. The Troika summit was held in Tehran, but was postponed due to the pandemic.

Assessment of the Russian foreign Ministry, the situation in Syria remains in the last months of relative calm. The ceasefire in Idlib was generally observed ongoing joint Russian-Turkish patrols cut the highway M-4, though the militants do not stop attempts to undermine the agreement between Russia and Turkey in the area of de-escalation. If this continues to deteriorate the situation in the Syrian Sevrage actually occupied by an international coalition led by the United States, degrades the situation in the refugee camp "of Lukban". Complicate the situation and periodic rocket attacks on Syria by Israel.

The economic situation has sharply deteriorated in Syria after the entry into force of new U.S. sanctions in the framework of the law "Caesar", affecting virtually all sectors of the economy of Syria. Sanctions will also apply to foreign companies and individuals who will interact with the Syrian government. The Syrian foreign Ministry called Washington's actions "economic terrorism". Russia's Ambassador in Damascus Alexander Efimov in his congratulatory speech to the Day of Russia said that Russia will not leave Syria alone in opposition to the "economic terrorism" of the West.

On the political track visible success yet, the negotiations of the constitutional Committee, has been partly suspended due to a pandemic coronavirus. The next round of Committee meetings took place in Geneva in late November last year, but the meeting of a small group (which prepares major initiatives) did not take place due to disagreements among delegations. Cavusoglu on Monday after talks with Zarif in Turkey said that the meeting of the constitutional Committee of Syria is scheduled for August.

It is not excluded that the negotiations Lavrov and Zarif touched upon the situation around the Joint comprehensive plan of action on Iran's nuclear program (SVPD). The United States insists on the need to extend the arms embargo the UN security Council against Iran, which expires in October of this year. To do this, Washington wants to use the provisions of resolution 2231 UN security Council AGREEMENT, to which the United States are not from may 2018, after President Donald trump has decided to withdraw from the nuclear deal. In early June, the U.S. permanent representative to the UN, Kelly Kraft said that Washington has sent Russia a draft resolution of the UN Security Council to extend the arms embargo on Iran. While Moscow believes that attempts by the U.S. attempts to selectively interpret the contents of the Iranian nuclear deal in its favor outrageous and can lead to serious consequences.

Russian Deputy foreign Minister Sergei Ryabkov said earlier RIA Novosti that the current special regime supply of weapons and military equipment to Iran after a five-year term is due to expire and deviations from this decision can not be. At the same time, Secretary of state Mike Pompeo pointed out that the United States will do everything possible to extend the arms embargo against Iran and prevent Tehran has purchased weapons from Russia or China.

In late may, the US announced that it was ceasing all exceptions from sanctions for Iranian peaceful nuclear energy, not counting the 1-th unit of the Bushehr nuclear power plant. This is one of the latest relief measures imposed against Iran in compliance with nuclear deal in 2015. Washington gave two months to the completion of the peaceful nuclear program of Iran, which would then be subject to sanctions. In Moscow said that the abolition of the U.S. exceptions from sanctions in Iran's relations may slow, but not stop "the execution of those important reconfiguration projects that form the basis of the agreements of 2015".

According to associate Professor, Institute of social Sciences of Ranepa Sergey Demidenko, the situation in Syria, which is expected to be the main issue at the meeting of Ministers, now quite fragile, and continuing the truce at any time may be disrupted.

The fragility of the situation lies in the fact, the expert said that there are many external and internal players who can "blow up". "A sore point - of Idlib, where the situation is tense, but the fundamental point to Assad is a takeover of Idlib and the suppression of the last hearth purely irreconcilable opposition", - he said. However, neither Russia nor Iran is not interested in clashes with the Syrian army by Turkish troops.

"We cannot say that Syria made the world a place where no one won. The situation there is armed status quo, which at any moment may be blown. So, of course, need to discuss, somewhere to move and to develop some strategy and crisis and long-term", - said Demidenko.
