Ukraine said about the unreliability of the Minsk agreements
Deputy head of the delegation of Ukraine in the contact group in Minsk said that the Minsk package of measures is Advisory in nature, from which we can conclude that Kiev is not going to implement it, said the Ambassador of the Russian Federation under Boris Gryzlov.
"Eleventh of June, the Ukrainian delegation headed by Andrey Ermak at a meeting with Dmitry Kozak and other representatives of Russia has given assurances that provide for meaningful participation of its representatives, will strictly follow the package of measures, including in terms of dialogue with representatives of Donbass. Prior to that, the leadership of Ukraine, including statements by the President of Ukraine at the Paris summit, have reiterated that the Complex of measures is uncontested and binding on both Ukraine and the Donbas. Today, however, Alexander Merezhko, Deputy head of the delegation of Ukraine in the contact group, said that the package of measures is a recommendation and does not impose on Ukraine any commitments," Gryzlov said following the meeting of the Minsk contact group.
He noted that a similar statement on the talks was made for the first time.
"The question arises - on what basis Kyiv worked for five years. Is the "new people" who started complaining about the Advisory nature of the Minsk agreements, to deny the legal basis of the agreements and thereby, negates the work of their predecessors. Essentially, we are talking about another attempt to destroy the negotiation process. If this is indeed the official position of Kiev, it is a direct way to "freeze" the conflict", - said Gryzlov.
In the first three years the summit of the countries "Norman Quartet", which was held in Paris on 9 December 2019, the parties adopted a joint communique and agreed to meet in four months in Berlin to continue work on resolving the situation in Donbas. In the document, in particular, emphasized that dilute power in three new points in the Donbass.
The Ukrainian authorities in April 2014 began a military operation against the breakaway LC and the DNI, which declared independence after a coup in Ukraine in February 2014. According to the latest UN victims of the conflict were about 13 thousand people. The settlement of the situation in the Donbass is discussed, including during meetings in Minsk the contact group, which from September 2014 adopted three documents regulating the steps to de-escalate the conflict. However, after the armistice agreements between the parties to the conflict continue shooting.
