Russia has offered genetically to identify dead soldiers

The government and the Kurchatov Institute, which should provide for the establishment of a national database of genetic information on behalf of the President of Russia Vladimir Putin, I propose to consider when designing a database the ability to use it to identify soldiers killed in the defense of the Fatherland, said to RIA Novosti state Duma Deputy (United Russia), the representative of "Search movement of Russia," Ildar Bikbaev.

MP is a member of the working group of the state Duma to improve the legislation in the field of perpetuating of memory of victims at protection of Fatherland. "Search movement of Russia" is engaged in the exhumation of the remains of soldiers killed in defending the Fatherland, burial search of the relatives of the victims to inform about the place of burial and transfer of the insert of the medallion, awards and personal belongings.

The Deputy noted that Putin spoke of creating a database of genetic information primarily to resolve medical issues, and the working group of the state Duma will propose to consider this subject "is much broader".

Database of genetic information offer combined with the electronic Bank of documents from the period of the great Patriotic war "memory of the nation", based on materials of the Central archive of the Ministry of defense of Russia.

"Anyone could pass the test using this common system, all the data would fall into the base, and then came the automatic mapping. And it would be possible to identify relatives of those nameless soldiers whose DNA could also be included in this database. And their relatives say is not what they are missing, and where they are immortalized," - said Bikbaev.

He noted that the base of genetic information should be available to a limited circle of persons for protection of the contained personal data, including the experts on the comparison and identification of missing persons.

The idea of creating databases of genetic information for identification of the remains of the dead soldiers came from search engines about 10 years ago, the project was presented at the international exhibition "memorial 2011", dedicated to the implementation of intergovernmental agreements on military graves dated to the Day of memory and grief the 70th anniversary of the great Patriotic war, told Bikbaev.

Earlier, Putin instructed to create a national database of genetic information, the corresponding document was published on the Kremlin website. As follows from the instructions, the government and the Kurchatov Institute should ensure the establishment and functioning of information-analytical system for the storage and processing of genetic data, including the development of formats for storage and transmission of these data and the respective search programs.
