It was assumed that in a family of two adults and one or two children. The calculation was carried out by adding the two net average salaries (excluding personal income tax) and subtracting the amount received from the regional subsistence level given the categories of family members. The study used a living wage minimums and working children.

The maximum possible cash balance adjusted for the amount of the consumer basket regions to map the regions with different level of prices. It clarifies the experts, in reality, the minimum spending is higher than the subsistence minimum, since official statistics can not take into account all the features of a family, but lower these costs, definitely, can not be.

Therefore, the cash balance is the maximum possible value for the average family, provided the minimum essential costs. The result, namely a cash balance of families with two children, after the minimum spending is the result of the model calculation and performs in the ranking as indicator, allowing for a comparative assessment of regions of the Russian Federation.

In the average Russian household with two working parents receiving the national average wage, and two children by the end of 2019 after the minimum essential expenditure of the maximum possible balance is 37.5 thousand rubles.

In the leading group of the rating well-being of families are still representatives of oil producing regions and financial centres. The permanent leader of the rating is the Yamalo-Nenets Autonomous Okrug, which is the ninth time in a row took first place. By the end of 2019 in the region, the average family with two working parents with the average for the region with earnings and two children, after the minimum essential costs maximum balance was 88.5 thousand.

Second place in the ranking took the Sakhalin oblast, where the maximum possible cash balance amounted to 72.7 thousand. Part of a rating group by the end of 2019 as follows: Republic of Kalmykia (9 thousand possible available balance after minimum expenses of the family), Bryansk oblast (8.9 thousand), Dagestan (8.3 thousand rubles), the Republic of Ingushetia (8,1 thousand rubles), the Altai territory (7.9 per thousand), Karachay-Cherkess Republic (6,4 thousand), Pskov region (5.7 thousand), Ivanovo oblast (5.1 thousand), Chechen Republic (4.2 thousand rubles) and Kabardino-Balkar Republic (-1,02 thousand).

Based on these data, experts suggest that in these regions the families receiving the regional average wage, struggling to support two children without additional income.

From 10 to 15 thousand rubles, the minimum cost remains for the average family with two children in 19 Russian regions, which is also a bit.

In the average Russian family with one child free cash balance with minimum spending is 48.2 thousand rubles. Regions, families in which a greater amount after minimum spending, only 13. At the same regions where the highest possible free cash balance of families with one child does not exceed 20 thousand rubles by the end of 2019 – eight.

The ranking in this case is the same: Yamalo-Nenets Autonomous Okrug, where the family with one child after the minimum cost may have a free balance of 101.6 thousand rubles, the Sakhalin oblast (86.2 per thousand) and Moscow (76,1 thousand).

Experts believe that the results of the study indicate that the gap between rich and poor regions is a huge and important preconditions for its reduction is not observed. The previous few years, many macroeconomic indicators showed a positive trend, but the prosperity of Russian families this did not change significantly.

The current crisis caused by the spread of the new coronavirus infection, severely hit in many areas of the economy that will affect the majority of Russian families, regardless of region of residence.
