Kabul has agreed to conduct a preliminary stage of negotiations with the Taliban

The Afghan authorities have agreed to conduct only a preliminary stage of negotiations with the radical movement "Taliban" in Qatar, according to TV channel TOLO news, citing a representative of the presidential administration.
