The city Duma adopted a package of bills on counter sniffing

The city Duma adopted a package of bills to combat sniffing (inhalation of domestic gas), the majority of those present at a meeting of deputies voted for draft laws, only one opposed, the correspondent of RIA Novosti.

In the first and final reading adopted the draft law "On establishing limits in the retail sale of juvenile products of which liquefied petroleum gases and used for personal and domestic needs, and on amendments to certain laws of the city of Moscow" and also a draft resolution of the Moscow city Duma "On the draft Federal law "On amendments to the Russian Code of administrative offences".

The draft on amendments to the law on basic guarantees of children's rights and the law on the protection of children from information harmful to their health and development, was adopted only on first reading, it has received the amendments.

Earlier the Commission of Moscow city Council on security, sport and youth policy recommended that the capital's Parliament to adopt a package of laws aimed against the spread of sniffing.

As told by the project editor and head of the Committee Kirill Shields, the documents must meet the following objectives: to develop preventive programmes in Moscow to ban the promotion of sniffing, reduce the availability of this category of goods. It is also proposed to increase the responsibility of the adult whose child was the sniffer in the Federal code to fix the responsibility for the sale of this category of goods in the Moscow code to include a rule according to which the involvement of minors in the use of liquefied petroleum gas by inhalation is an administrative offence and is punishable by fines.
