In the state Duma introduced a bill regulating the flying of ultralight aviation
Flying light and ultralight civil aircraft can legalize, by regulating this activity, the bill submitted to the Duma, from the database of the lower house of Parliament.
The authors of the bill were members of the Faith Ganza (Communist party), Maxim Suraev (EP), Roman Romanenko (EP) and Rifat Shaikhutdinov (not included in the faction).
Subject to the passage of the bill and the regulations as suggested by the deputies, the minimum contribution to the economy of the country from the aircraft use General aviation at the initial stage will be not less than 500 million rubles a year.
MPs explained that in recent years, widespread passenger flights on light and ultra light aircraft with no air operator certificate and license which are required for air transportation of passengers or aerial work for a fee. It is, as a rule, the so-called tour (overview, demo) flights. Increased demands do not allow active use of such vessels, including tour, tourism purposes and the carriage of passengers, baggage, cargo and mail in remote areas of the far North, Siberia and the Far East.
It is noted that the proposed amendments will create conditions to increase the transparency of the activities related to the operation of ultralight aircraft. The bill establishes the possibility to carry out entrepreneurial activity with the use of light and ultralight aircraft without mandatory certification with notice to legal entities and individual entrepreneurs in Federal Executive authority.
