MHD, the Commission recommended the project on electronic voting

The Commission of Moscow city Council on state building and local government recommended to the capital's Parliament to pass a bill to experiment on electronic voting, said at the meeting, the Chairman of the Commission Alexander Kozlov.

Earlier, the CEC approved the holding of remote voting on amendments to the Constitution in Moscow and in Nizhny Novgorod region.

"Given the vote, the Commission by a majority vote decided to recommend to the Moscow city Duma to adopt in the first reading and in the absence of the amendments as a whole the draft law of Moscow "about carrying out experiment on implementation of electronic voting", - said Kozlov.

As noted at the meeting of the Commission Gordumy, the Chairman of Moscow election Committee Yury Yermolov, Federal law establishes the requirement of the experiment for remote electronic voting in all elections that will be held in Moscow in 2020 - 2021.

"The theme, conduct an electronic vote or not to, meet the requirements of Federal law. In Moscow the draft law proposed to approve requirements for remote electronic voting in Moscow in the year of 2020, then taking into account the needs, concerns, complaints, positive evaluation, which will be in the experiment in 2020, make the law of the Moscow city Duma of the experiment in 2021" - said Ermolov.

Speaking about the security of the system, Yermolov noted that electronic voting has a multi-layered defense system, which also includes tracking of abnormal multiple voting from the same device.

Previously, the stability of the system said at a meeting of the public chamber of Moscow, the head of the Department for the improvement of territorial administration and development of smart projects of the government of Moscow Artem Kostyrko. According to him, resistance to cracking remote voting on amendments to the Constitution will be three times higher than in the elections to the Moscow city Duma.

A nationwide vote on amendments to the Constitution was scheduled for 22 April, but then postponed due to the difficult epidemiological situation in the country. On Monday, Russian President Vladimir Putin announced that the vote will take place on 1 July.
