In the state Duma has developed a bill on hourly wage

Parliamentarians from the liberal democratic party has developed and submitted to the government a draft law on the introduction in Russia from January 1, 2021, the hourly wage is not lower than 150 rubles per hour for workers on fixed-term contracts and part-time. The document is available to RIA Novosti.

The authors of the bill were made by the head of the Duma Committee on labour and social policy Yaroslav Nilov, the Deputy speaker of the state Duma Igor Lebedev, head of the Committee on Federal Alexei Didenko, the Deputy Andrei Svintsov and Senator Sergey Leonov.

This establishes that the minimum hourly wage shall be indexed once a year on 1 January of the current year on the basis of the index of growth of consumer prices for the previous year. The application of the minimum hourly wage for other purposes is not allowed.

The authors explain that in Russia the hourly rate based on the minimum wage (12 130 rubles) is extremely low and is in 2020 from 89,85 of the ruble in may to 65,92 of the ruble in July.

"The deliberate reduction by the employer of remuneration to the lowest permitted by applicable law rates, the establishment of pseudostraminea of the day, especially in the context of the epidemic coronavirus infection, on the one hand, allows to obtain an unreasonably high profit, but on the other hand, avoid the expense of payment of personal income tax and contributions to social funds. It is often the main part of wages paid in envelopes. In the face of rising unemployment, the worker is forced to accept such conditions", - stated in the explanatory Memorandum.

The bill, as suggested by the authors, will allow to increase incomes of Russians in the conditions of a pandemic, and will be one of the steps in solving the problem of bringing the level of wages of working citizens to the level of industrialized countries.
