Durov commented on the proposal to unlock the Telegram in Russia

Unlock Telegram messenger in Russia would allow 30 million users in Russia more comfortable to use the service, said the founder of the messenger, Pavel Durov.

Deputies of the state Duma Dmitry Jonas and Fedot Tumusov in April, has prepared a bill which proposes to ban the Telegram lock in period modes of alert or emergency information resource government agencies. The project proposes to add article 15.4 of the law "On information" provision, under which the decision to block does not apply to the organizers of the dissemination of information on the Internet, "the service is a formal service for state bodies and their officials for the dissemination and receipt of information on the current situation in the period of the introduced mode of increased readiness or emergency."

Parliamentarians also sent an inquiry to the Minister the One-Sadievo, where requested to support the project.

He added that the Telegram over the years, improved methods of detection and removal of extremist propaganda, the command of the messenger prevents "tens of thousands of attempts to spread public incitement to violence and terror on a monthly basis".

"Our experience in dozens of countries over the past six years shows that the fight against terrorism and the right to secrecy of personal correspondence do not exclude each other. I hope that taking into account international practices and specifics of modern technologies will help Russian legislators to combine these two tasks. For its part, will continue to support such initiatives", he added.

From April 2018, the service began to block Telegram in Russia over the refusal of the FSB information to decrypt messages — the so-called decryption keys. However, many users Telegram continues to work. Roskomnadzor, in turn, noted that working to improve the effectiveness of the locking of the messenger.
