Named the leading regions for socio-economic development

The socio-economic situation in 2019 compared to the previous improved in 69 regions of Russia, the leaders remain Moscow and St. Petersburg, large financial and industrial centers and regions of raw materials, according to a study by RIA Novosti.

Tenth the rating of the socio-economic situation of subjects of the Russian Federation prepared by experts of RIA Novosti and is based on the aggregation of key indicators of regional development in 2019. The results allow to judge about the level of economic development of a region, its position in the economic map of Russia by the end of 2019.

The rating methods based on the aggregation of various indicators that characterize the economic situation of the regions. Indicators analyzed were divided into four groups: indicators of the scale of economy, efficiency, budgetary, and social spheres.

In the first stage were calculated rating score regions for each indicator, the second rating score in the region on the group of factors, the third integral rating score. The rating score for each indicator ranged from 1 to 100. The best possible value of an indicator rating score is 100, worst is 1.

The rating score for each group of factors defined as the arithmetic mean of the rating scores of all members of the group indicators. Integrated rating – as the geometric mean of the rating scores of all the analyzed groups of factors.

The rating results show that the value of the integral rating increased in comparison with the results of 2018 and the 69 regions, which indicates the improvement of the socio-economic situation in these subjects of the Russian Federation in 2019. The average value of the integral rating of all regions increased from 41.6 at the end of 2018 to 42.7 points at the end of 2019.

The number of regions, the integral rating of over 50 points increased from 22 at the end of 2018 to 24 by the end of 2019, while the number of regions with integrated rating below 25 points decreased from 12 to 9.

Among the positive results 2019 the experts also called for the gradual reduction of the gap in the level of socio-economic development of the regions occupying the upper and lower positions of the ranking, although it still remains very high. The ratio of the maximum value of the integral ranking score to the minimum fell from 8.6 in 2018 and to 7.0 in 2019, and the ratio of the average value of the integral ranking score of the top five regions for the last five ranking from 6.1 to 5.6.

Reducing the gap between leaders and outsiders of the rating is due to more significant growth of rating points in the regions at the bottom of the list in percentage terms, experts say.

The upper pole of the rating primarily takes large financial and industrial centers, and regions of raw material orientation, as the last line of regions with a low degree of industrialization and the predominance of the agricultural sector.

The first places in the ranking, as before, is Moscow and St. Petersburg – they have integrated a rating greater than 80 points. In three regions – the Khanty-Mansiysk Autonomous Okrug – Ugra, Moscow region and Republic of Tatarstan within the top five ranking, the cumulative ranking score by the end of 2019 above $ 75.

The top ten ranking also includes the Yamalo-Nenets Autonomous Okrug, Sverdlovsk oblast, Krasnodar Krai, Leningrad and Tyumen region. Compared with 2018 the composition of the top ten has not changed. In the composition of leaders has been a slight move. One position added, Krasnodar Krai, and Leningrad oblast, taking 8th and 9th place respectively, and by 2 positions fell Tyumen oblast, broke in 10th place.

The leading regions consistently held its position, and the value of their integrated rating points, which is quite high, suggests that these regions likely will retain their positions in the medium term. At least this applies to the top five. Leaders in socio-economic development of the regions from the first five provide about 40% of the total regional GRP.

The lower part of the ranking also showed stability. The last places in the ranking are heavily subsidized regions: the Jewish Autonomous region, Tuva, Altai Republic, Ingushetia, Karachay-Cherkess Republic. If we talk about closing the top ten, by the above-mentioned regions, there are: the Republic of Kalmykia, Chukotka Autonomous Okrug, the Republic of North Ossetia-Alania, Kabardino-Balkar Republic and Kamchatka Krai, which was included in the last ten, finishing in 76th place, which previously was Kurgan oblast, who took the rating at the end of 2019 73.

From the far East regions in the top twenty includes only the Sakhalin oblast, the rest are located mainly in the middle and lower part of the ranking. In General, the entire list of rankings is also not recorded significant changes of positions. More than 5 seats changed only in the position of the three regions, among which two (Murmansk oblast and the Republic of Mari El) positions increased, and one (the Republic of Khakassia) – declined.

In 2019, the integral rating has increased in most regions of the Russian Federation. A leader in the growth of the integral rating of steel Murmansk oblast and Krasnoyarsk Krai, where its value rose by more than 4 points.

In 2019 in the Murmansk region has improved most of the parameters taken into account in calculating the rating. In particular, in the region has increased the volume of production of goods and services, turnover in retail trade, budget revenues, investment in fixed capital, the share of profitable enterprises, increased incomes of the budget. In the field also reduced the debt burden, reduced the level of unemployment and the share of the population with incomes below the subsistence minimum. The result of the integral rating of the Murmansk region increased by 5.4 points, which allowed the region to climb in the ranking by 8 places and become the leader in dynamic positions.

Krasnoyarsk territory, which took second place in the rise of rating points, also increased the production of goods and services, revenues, turnover of retail trade increased the share of profitable enterprises. Positive changes include the decline in the share of taxes in total tax payments, reducing the debt burden and unemployment. This allowed the edge to go up 5 places. In three regions of the integral rating has increased by more than 3 points. This Krasnodar Krai, Altai Krai, Republic of Mari El.

A leader in higher positions in the ranking is the Murmansk oblast, and second place went to Mari El ( 7 seats), the integral rating which increased by 3.2 points. Growth rating points and improve positions in the ranking of the Mari El Republic led to a growth in revenues and production volumes of goods and services, increasing incomes and reducing the debt burden, the decline in the share of the population with incomes below the subsistence level, reduction of unemployment.
