Amendments to the Constitution will give people assurances that the state will always lead a socially oriented policy and make decisions in this vein, told reporters on Saturday, the co-chair of the working group on preparation of amendments to the basic law, the head of the Federation Council Committee on constitutional legislation and state construction Andrey Klishas.
According to him, in the circumstances, "the amendments have proved their relevance, have been tested for strength" and many of the decisions the bills have made "in their logic". "However, in many ways it was a crisis, emergency measures. To management decisions in this logic always - you need to fix proper responsibility of the state in the basic law," the Senator said following the meeting of the working group, held in videoconference format.
"People just like a few months ago, first of all I want to receive from the state to ensure that the policy is socially oriented. In the conditions in which many people are afraid of losing their jobs, worried about their financial situation, it is extremely important. Many regulations established in the law on the amendments give people these additional safeguards, additional confidence in the future", - said Klishas.
For its part, the member of the group, Senator Alexei Pushkov pointed out that "in General, this epidemic has become a test for the amendments." "These amendments have stood the test coronavirus" he said. Pushkov expressed confidence that the relevance of the amendments grew. "It turned out that we went ahead in the right direction," he said.
"You know public opinion on the amendments on health care - they go in the first place: 95% of those who participated in the survey (VTSIOM) said they support the amendment on affordable and quality medicine," said the President of the National medical chamber, the head of the Institute of emergency children's surgery and traumatology Leonid Roshal. "I really want to see these amendments adopted as quickly as possible", - he stressed.
Another member of the working group, head of all-Russian public movement "Volunteer Victory" Olga Emelchenkova pointed to the importance of incorporating into the Constitution the amendment about the volunteers. "Volunteers are the heroes of our time, is our reason for pride," she said, Recalling that during a pandemic they deliver to veterans products and medicines. "We are not just referred to the concept of volunteering as a phenomenon. We made a correction so that support volunteering was a responsibility, particularly the government of the Russian Federation", - she concluded.
The head of the Federation Council Committee on international Affairs Konstantin Kosachev, in turn, pointed out that in the situation of pandemic "tested the strength of the state and society, that is, the margin of safety that exists". He noted that to support the population and business in a pandemic has allocated trillions of rubles. "It showed that we are strong," - said Kosachev. In addition, concluded the Senator, the pandemic did not reveal issues and challenges that would not be amendments to the Constitution.
