The Hong Kong authorities urged residents to support the bill on security

The head of administration of Hong Kong Carrie Lam on Friday issued an appeal to residents urging them to be understanding and to support the bill on security, the decision on which was made the day before in Beijing.

Earlier Thursday, the deputies of vsekitajsky meeting of national representatives adopted the "Decision on the establishment and improvement of the legal system and enforcement mechanisms to ensure national security in the special administrative region of Hong Kong." The resolution delegates to the standing Committee of the national people's Congress drafting bill on national security specially for Hong Kong. Previously, the newspaper South China Morning Post, citing an informed source reported that the NPC the PC will need about two weeks to make the law, this means that it can enter into force in August.

"Over the past year the Hong Kong community was traumatized ... Opposition forces and organizations, advocating "Hong Kong independence" openly defied the authority of the Central government and the government of the special administrative region, called for interference in the Affairs of Hong Kong by external forces and even begged for sanctions against Hong Kong, thus ignoring the interests of Hong Kong people and our country," said Lam.

Meanwhile, she said, "external forces have increased their interference in the internal Affairs of Hong Kong, have enacted laws relating to Hong Kong, and flagrantly praising the illegal actions of radicals has become a serious threat to the sovereignty, security and development interests of our country."

Lam noted that the adoption of the NPC "Decision on the establishment and improvement of legal frameworks and enforcement mechanisms to ensure national security in the special administrative region of Hong Kong" at the state level to the PRC Constitution and the basic law of Hong Kong, it also demonstrates the commitment of the Central authorities the implementation of the principle of "one country, two systems", as well as caring for the residents of Hong Kong.

"There is both the need and the urgency of this bill, the constitutionality, legality and reasonableness of which cannot be questioned... He will be directed only against a small minority of illegal and criminal acts and actions, while life and property are basic rights and freedoms of the vast majority of citizens will be protected. Citizens will continue to enjoy freedom of speech, press, Assembly, demonstrations, marches, freedom to enter Hong Kong or to leave in accordance with the law," said Lam.

She stressed that the bill aims to give the opportunity for Hong Kong society to find a way out of the impasse as soon as possible to restore stability, resume economic development and livelihoods.

The bill has raised the IRE of activists in Hong Kong again began protest actions.
